NC's Graduated Driver License (GDL) Rules, Explained for Parents

Learner permit, limited provisional, full provisional — what each level allows and how long it lasts.

Quick answer

North Carolina uses a graduated licensing system with three levels for drivers under 18: a limited learner permit, a limited provisional license, and a full provisional license. Each level adds privileges as the teen gains supervised experience. Always confirm current rules with the NC DMV.

Level 1: Limited learner permit

Available from age 15 after driver education. Teens must drive with a supervising licensed adult seated beside them and log supervised practice hours, including night driving.

Level 2: Limited provisional license

After holding the permit for the required period and passing the road test, teens can drive unsupervised during certain hours, with limits on young passengers.

Level 3: Full provisional license

After a clean driving period on Level 2, teens graduate to a full provisional license with no hour or passenger limits, until they turn 18.
